President Vicente Fox has been pushing for years to open the nation's oil industry to greater private - meaning, for the most part, foreign - investment.

How many US tax dollars will be pumped into this bottomless pit for greater private meaning ? Fox, has one more year to go, before he is out of office, and power, so he needs to build a retirement plan, and a private account now .
